Chat options no longer work reliably

Suddenly I'm seeing zone chat in PvE areas, and chat from my trading guild. These are normally turned OFF in chat options. Of course, when I get the chat, the first thing I do is check if I failed to turn it off for some reason - but it's off, and I'm still getting it.
