From what was posted, it sounds like 3 per day this year and not 5. The event starts Thursday (the 17th) and goes until January 5th, which makes for 20 x 3 = 60 tickets total, if I am not mistaken.
The official ESO twitter account said that they won't be selling feathers in the Impressario in the future, after the New Life event, so if you are behind in your evolutions, or you were getting only the berries, thinking you could get the base Indriks for them later on, be mindful of that.

Those were the original dates they posted the first time they mentioned the festival's dates, but they apparently decided to extend the festival a bit. Now it's Dec. 17 - Jan. 5 according to their newest article about it.According to https://eso-hub.com/en/events/new-life-festival
"This year it will start on December 21 and run until January 2." so 15 days and 45 tickets.
