Can’t start Coldharbour Main Quest in Stonefalls

My character, Eöl Anguirel, was created a Dunmer of the Pact and has always been Pact, but I cannot start the Coldbarbour quest by speaking to the “benefactor” in Davon’s Watch, Stonefalls. The quest tips all direct me to Vulkel Guard! I looked up what house to go to in Davon’s Watch and went there but found nothing. If I could, I would abandon the quest and take it again but of course this is one quest that cannot be abandoned. Is there no way to reset this? Should I submit a ticket online? I don’t know what happened to make the location of the quest bugged on this character.
