Too many to list, but I will say that Dagoth Ur is one of my favorite villains in the Elder Scrolls simply because he is one of the most interesting and has an intriguing backstory.
augur of the obscure for me (talking skulls count right, lol?). I know many might of thought he was annoying but I actually looked forward to his silliness while grinding away at the skill line.... I didn't vault him either, hehe
In Skyrim: Jarl Balgruuf of Whiterun. I would really like to appoint *him* as High King of Skyrim, and tell Elisif to go back to being merely the Jarl of Solitude. She just doesn't have the gravitas to rule over other Jarls, even as "first among equals".
In Oblivion: Lord Rugdumph, the wannabe-posh Orc. And Count Janus Hassildor of Skingrad: while I'm not normally a fan of the modern tendency to make vampires "cool", I think they get the balance right with him - Hassildor knows that he is a vampire, and that vampires are monsters, but does his best to put himself on the right side, even to the point of keeping the population of other feral vampires down.
In Morrowind: Caius Cosades, Ilmeni Dren and Baladas Demnevanni.
