What resource does Rite of Passage scale off?

Health, Magicka, or Stamina? Or the highest of the two offensive resources? Ultimates are very unclear.

It used to be Magicka which makes sense as that entire skill line is Magicka-based.

However, I think thought Zos made ultimate scale off the max stat awhile ago. I could be wrong because I do not run hybrids so it is not something I need to worry about. I expect someoen with a better memory than mine, and maybe runs hybrids, can verify if this is correct or not.

It can scale with mag/spell or with stam/weapon like other ultimates.
