Hello, I started the quest of the Harborage in Daggerfall, but the prophet dont appear. I have the mission but this character is a lore character and if the prophet dont appear, i cant do the main quest. How can I see the prophet? Can I restart the quest? If not, I cant play anymore.

So this might be a silly question, but which alliance is your character? The Prophet can appear outside any major city to start the quest. Further complicating matters, there are technically three Harborages, but you'll need to go to the one that matches your alliance in order to have the Prophet appear. (I'm assuming he's missing from the Harborage?)

If you are a DC character, you'll need to try the Harborage thats outside the city of Daggerfall. If not, you'll head to the EP or AD starting city instead.

If none of that addresses your problem, I'd appreciate some more detail, such as which stage of the quest you are on.

Im an imperial in DC. After Betnik I go to Glenumbra and outside the door to the city i received the quest but no prophet to talk. the "ghost" of the prophet dont appear and as my character is a lore gaming character, I cant play it if he doesnt appear in the scene. I saw videos and he appear sometimes to people in the entrance of the city. I tried to reload with no luck. also I used the portal to the city and exit and he is not there. but I remember I played a long time ago with an aldmeri dominion character and the prophet appear correctly after giving you the quest.

How odd. I remember having to actually talk to the Prophet to receive "The Harborage" quest.

The quest stages here even say that talking to the Prophet should be a quest objective: https://en.m.uesp.net/wiki/Online:The_Harborage_(quest)

I'd double check your Quest Journal. Are you at this stage? "A projection of the Prophet appeared to me. I should speak to it."
    Objective: Talk to the Prophet

Or do you have the quest arrow pointing you to the Harborage, and is the Prophet there?
"The Prophet told me to seek him out in a place called the Harborage. I should seek out this place and speak to him."
    Objective: Find the Harborage

If you still need to talk to the Prophet at the first quest stage, I would advise riding away from the city and then riding back through the entrance where he first appeared. Returning to the city after doing something or going far enough away should hopefullt trigger his appearance by the entrance. (Or at least he used to always pop up outside of Davon's Watch for my EP characters when I'd enter the city from the outside.) If that doesn't work, I'd try entering another major city, since UESP says the prophet can appear at safe areas like major cities.

They changed this quest, you need to take the quest outside a the city from an NPC which approaches you, it isn't the prophet any more, you should be able to track the quest by checking which category it falls under within your quest log.

iirc they tell you to meet their benefactor in a house in the city.
Once you have done the prison stuff then the prophet should start appearing.

Objective: Find the Harborage -That one but I didnt spoke with him.

A projection of the Prophet appeared to me. I should speak to it."
Objective: Talk to the Prophet - Nope. only the second part of the quest. The problem is that i know where I have to go, but again with my lore character he wont know about where to go because no one appeared to tell him to go there. Its a bug. not an important but for lore players is a big problem.

Izanagi.Xiiib16_ESO - No, I'm after the prison, once I cleared Bethnik I went to Daggerfall and I received the quest without the Prophet character telling me where to go, but i have the quest in my journal.

Hmm. Thanks for explaining what stage you are on! That's so bizarre. Perhaps they changed it so you only have to "hear" the Prophet's projection without directly interacting with him? That'd be annoying, since I remember the projection being pretty easy to miss if I was rushing around.

Can you pretend that your character did hear the Prophet even though you didn't? Because your character clearly updated their journal with the info and they can't have done that without hearing him?

As far as I know, you can't restart a Main Quest. Your best option if you must will be to contact Support and ask them to reset your quest "The Harborage" back to the beginning. I wouldn't get into the details of the problem if you can avoid it, since the quest itself isn't bugged for you, just the Prophet's appearance.

While the Prophet not showing up is probably a separate bug, its not messing with your ability to complete the quest...except on a roleplaying level.

They did change that, I noticed when I was leveling my last necro. As you near the gate to Daggerfall the apparition of the Prophet appears and speaks, and you get on screen text that the quest has been started. Interaction with the old man is no longer necessary, and maybe not possible.

@Alby3D have you tried abandoning the quest? That should trigger the Prophet to reappear. If you do this, I recommend leaving the city, abandoning the quest, relogging, and then head back towards the city gates. Watch for him to appear and talk at you, but not to you. nvm, i retract my suggestion. It’s not possible.

Oof, that sounds really easy to miss. And I hope I'm wrong, but I didn't think you could abandon a Main Quest?

I forgot that part. I tested it on that same Necro and was unable to abandon his next stage of the MQ, Chasing Shadows. I struck out my comments above.
