[PC/NA] Stealth/justice issues: Invisibility does not stop pursuit by guards/civilians

Entering invisibility after being detected by a non-purging NPC most of the time does NOT break their pursuit, even if you maintain invisibility long enough to break LoS and attempt (though it doesn't help) to re-enter "normal" stealth.
