[PC/NA] Stealth/justice issues: Weapon swap doesn't correctly process sneak speed effect

When in stealth and weapon swapping between one of the sets with "Ignore the Movement Speed penalty of Sneak" effect (Night's Silence or Shadow Dancer's Raiment) and another set without this effect, it does not get properly applied/removed. Cannot verify (as it is not displayed anywhere) whether reduction of detection radius also suffers from the same bug.
