Casting Necromancer Spells

So... I find I'm unable to cast certain necromancer spells, such as Blastbones, until I'm actually IN combat. I seem to remember reading somewhere that there is a key I can press that will ALLOW me to cast such spells out of combat (ie. to initiate combat)... but I can't recall what key it was.

Can anyone illuminate me?

sounds like an addon issue that'd prevent you from casting criminal act stuff unless in combat.

OP, are you fully aware that Blastbones requires you to be targeting an enemy in order to cast it? I can certainly cast blastbones while out of combat, but I have to have an enemy in range and targeted. Skeletal archer/arcanist does not. If that isnt the issue, then its certainly possible to be add-on related.
