Which stationary NPC has the most unique lines?

By stationary, I mean NPCs who are not involved in story content, so vendors, guards, etc.

I spoke to The Golden Vendor for the first time just now and noticed that she has a lot of lines (they're also all very good and seemingly affected by your race or faction?). I like talking to NPCs over and over to hear all of their lines but I feel most only have 2-3.

Are there any who have a lot? I'd like to talk to more of them if anyone can think of any who are particularly verbose.

Edit: I guess I should also say not houseguests either lol

Edit 2: I guess technically Maiq would have the most so not him either 😂

I'm still stuck on Noveni Adrano, that guild trader in Clockwork City who has a crush on Sotha Sil. Never encountered a more thirsty lady in all of Tamriel.

"Have you seen the statue of Lord Seht in the square? Isn't it just so... gleaming? How glorious to be watched over by such a handsome god."

"They say there's nothing more appealing than a mysterious man. Only stands to reason that the Father of Mysteries be a cut above the rest.".

"Sotha Sil doesn't come out much, but I know he watches over us. Maybe one day I'll even sell something to him! Imagine that!"

The Golden vendor has a surprising amount of lines which are also determined by the character's race.

Event NPCs like Impresario and Breda tend to have quite a bit of lines as well, but Breda talks mostly about the quests/traditions.
