    Never tried, but does the one in the Hollow City in Coldharbor work with Vampires? Then again, is there a Pack Merchant there?

    I have heard there is a pack merchant there if I finish the base game. I have not done that on this character though. 😭

    If they can't be merserised, that sounds like a bug. Have you tried reporting it in game?

    It's a big bug! No pack merchant in any city I visited could be mesmerized!

    I've reported it since May. Even the Solitude bankers can't be Mesmerized along with a few other small time merchants (though not as bad as it was before).

    Just keep reporting it.

    I find that I have to spam mesmerize sometimes to get stable masters to talk to me, never tried on a bag merchant.

    omg those solitude bankers are immune to mesmerize for half the year!

    It makes me so frustrated.
