Since ZOS started support for Stadia the ESO's performance has not only gone in the toilet , bus has also gone around the U bend.
Hot fixes got to be in the Stadia timeline ie every 2 weeks
Do you know if you have any stadia users, If you do I bet its is less than 1% and for that 1% ZOS has trashed the game.

Iam not saying you are wrong on that.
I was just saying that the performance have gone downhill for few years now each month.
There has not been single patch that has actually improved anything.
Hate to break it to you but problems started way before stadia. It started right around when the previous lead combat designer Eric Wrobel left. Although many didn't like him, at least performance was decent, skills didn't change every three months and there certainly wasn't constant blue screens, hangs and crashes. In fact, I don't remember a single crash when he was in charge. Look back in history and you will see that these are problems have been getting worse and worse since then.

I think you may be right. He left just before elsweyr right? It has definetly got worse, but I doubt it is developer decisions making the game worse. Aside from the changing meta's, performance is degrading from greed imo. Changing the functionality of the game to accommodate a new platform seems money motivated.
