Have you left a number of times recently? Perhaps there's an increasing cooldown if you do it a lot. Or maybe just a bug.

Happens every now and again, do a search it's been around for years.
The re-que timer is 15 minutes starting when the group is formed.

I logged in on my sub 50 char to do the random daily and after the group wiping for the Xth time (apparently FIRE BAD is too hard for 600+ CP people) I grew tired of their BS and dropped only to see that I was locked out of queueing for 47 minutes
I REALLY hope ZOS didn't stealth-quadruple the cd 1 day before the event because that's a surefire way of whittling your playerbase

Its the toxic debuff....makes grieving players wait longer so they calm down before joining another random.....

This may be how they solve queue performance? More cooldown, less players in queue?

I love getting the debuff when you crashed in a dungeon and your average pug group kicks you immediately because they're oblivious to all things.

Maybe people wouldn't drop out of groups if the other players didn't just [Snip] off at a sprint and leave you behind. My usual experience when I used to look at group activities.
