The UI is pretty confusing. What do all the percentages mean on the main page?

It shows the global completed status among all uploads. Meaning, if 10 people would upload data and 3 of them would have it completed then the achievement would show as 30%

There are players hitting 100% every patch. Usually it's close to the release of next patch, since there are Motifs with achievements in game that are available only shortly before the next patch.

But sure, bones will do fine.
