I feel these changes should happen in PvP in the next patch. Both for performance and balance reasons.
Heals of the same type shouldn't stack on individuals. I.e only one rapid regen active at a time.
This stops ball groups easily whilst most likely having a positive effect on performance. It has next to no impact on anyone else IMO as pugs and even organised groups don't generally assign a couple of people to spam rapid regen on their teammates. Also makes a healer more important so we have many types of heals.
You can only purge every 8 secs(or so). You shouldn't be able to remove all damage every second anyway, especially since synergies operate outside of GCD.
Proc sets need to scale with offensive stats. This doesn't slow down ballgroups, but it moves us away from a very tanky proc meta and justifies a cooldown on purge. Greymoor removed a lot of tankiness from the game and then encouraged everyone to turtle up again by giving the player base free damage with no stat investment. Leaving them to stack health and mitigation whilst having overly powerful health based heals due to massive health pools.
Proc sets them selves don't need to be nerfed(except maybe crimson 👍). You should have to have significant offensive stats to do the damage they do now though... Encouraging players to mix sets stat, proc and defensive I feel this would provide much greater build diversity and a much more interesting environment.
I read a lot of complaints about specific classes and with all the changes to major buffs I think it's impossible to tell which are overperforming in a meta that in large doesn't require stats to be oppressive.
These are just my opinions, but I feel they would make PvP a better, fairer and more fun environment.
