Infused improves the strength and cuts the cooldown of the weapon enchantment, and something like a weapon damage glyph procced from the back bar does still apply for its stated duration and value even if you switch to the front bar while it is procced. (You then need to return to the back bar to proc that same enchantment again.)
But crit is a set bonus in this context, and no trait will cause that to apply to the front bar.

Which, like the penetration bonus on destruction staves, makes the bonus on these "perfected" weapons practically useless. I've always wondered about the logic behind this as it certainly doesn't justify the frustration of farming vMA to get them.
