PS4 Says not enough space, when I do have enough space!

Can someone explain to me WHY every time there is an Update for the game, I am forced to DELETE the entire game and redownload it
on PS4? It keeps says I don't have enough space, but the update is only 2 gigs and I have like 24 gigs available...
anyone can please help me with this? am I doing something wrong here?

it's really annoying that I have to wait HOURS to play on my day off for a 2 gig update simply because I need to download the entire game again.
it's becoming to the point where I am simply playing other games because of this issue, and its probably happening to a lot of ps4 players who will also simply
quit playing if it continues like this.

    Agreed got devs like digital extremes who can launch hotfixes and patches live while your still playing with no interruption of gameplay. but zos oh no they gotta redo entire game for a chair texture issue and its a joke!

    According to various threads online, including this one from September, the PS4 needs to be able to copy the whole game while it installs an update:

    Seems to be the way PS works, not something specific to ESO.

    None of my other games do this. It is an ESO thing.

    None of my other games do this. It is an ESO thing.

    I’m not sure which other games you have, but there are many threads from the past several years describing the same problem with other games on PS4.

    Rebuild database delete the download and try again something is off about your available space. You need more space than 20 gigs to update a smaller patch I’ve had 20 gigs and couldn’t download a half gig update.

    The best I've been able to figure out is that PS4 downloads the patch (2 GB) then creates a copy of the current ESO installation (90+ GB) then applies the patch to the copy and replaces the original / previous install with newly patched copy.

    I wondered why the copying took an hour today for a 2Gb patch.
