Dead-Water Riddle Fragment not accessible after quest

I ran through Murkmire trying to acquire all the lorebooks after finishing the quests and noticed that 'Dead-Water Riddle Fragment' was no where to be found. I looked all over the location that it should be, and there was nothing there at all to read. I feel like this is an issue that should have been resolved quite a long time ago.

To add onto this list, I am also trying to acquire the 'Mend the Threads' lorebook and I am currently going through Halls of the Highmane to get into the 'Path of Pride' to get this lorebook, but the door into the Path of Pride is greyed out, leaving people unable to access it post quest.

Dead-Water can be found upstairs in the Cyrodilic Collections building in Lilmoth.

There is a long thread (now on its second volume) that has information on that fragment and many other bugged or formerly bugged lorebooks.

The Mend the Threads book can reportedly be found on the top level of the Dragonguard Sanctum. I believe I recall seeing it there myself.

Is this true? Awesome! Will check after work - been looking for this every patch at the spot lorebooks add-on show the location for.
