I’ve searched the web but I can’t find a comparison between these 2 staffs. I’m a CP 467 magsorc 1pet PvE only. I have 5 pieces of Necropotence and 7 pieces of Mother’s Sorrow.

Mother's Sorrow offers a butt load of crit bonus which will help your DPS a lot. I would say it is BiS (non-trial) for mag builds, so stick to your Inferno MS and transmute it to infused or precise.

My recommendation would be to keep your 5 pieces of necropotence, and limit your mother's sorrow pieces to a total of 5 (and 2 out of 5 pieces would be from the staff). For the 2 extra slots, use 2 pieces from the "armor of the trainee" set (https://eso-sets.com/set/armor-of-the-trainee) This set drops from starter overland zones so should be very easy to get.
For the staves, stick with your mother's sorrow staves since you already have 2 of them.
Front bar : your preference whether fire or lightning staff. Fire staff will buff single target damage. Lightning staff will buff AoE damage and have AoE heavy attacks (very nice for hordes of enemies like you would encounter in a public dungeon). It would be nice to have both and use whatever is best for the content you are about to do. (another mother's sorrow lightning staff should be pretty cheap to get). For the enchantment, go for a fire dmg enchantment.
Back bar : Lightning staff (infused with weapon dmg increase glyph). Make sure to have wall of elements skill on this bar.
As for the traits, Precise is usually the best for front bar weapons. But charged and infused are both pretty nice traits for solo play and tends to be more interesting/fun. You can also change traits on your existing items later.

I would suggest swapping boundless storm and Daedric prey. Usually you put abilities you cast often / spammable attacks on the front bar, and long lasting abilities on the back bar. This is to increase the time you spend on front bar during combat. I'd also suggest going for the crushing shock morph instead of force pulse since you are a solo player. Crushing shock will interrupt any channeling / casting enemies that you hit with it, which is more useful than a bit more aoe dmg when you are playing solo.I was having a great deal of problem just using heavy attacks, so I changed front bar to:
L1 to Boundless Storm, Force Pulse, Crystal Frags, Consuming trap, Twilight, and Ultimate Fiery Rage.
Back bar:
L1 Crit Surge, unstable Wall, Daedric Prey, Elemental Suspectibility, Twilight, ultimate Atronach
Unfortunately changing traits for your equipment is something only you can do. You just need to have researched the traits at crafting stations.I saw that I can change traits at Clockwork City, but I won’t have a ability to change it myself. Do other players do this for a fee?

No problem! The shock glyph is single target and not really noticeable but it is there! It definitely wasn't a waste! Like others have said, you should try to get a monster set so you're not wasting two slot bonuses.
For solo, slimecraw is really good since you gives you minor buff permanently
For group settings, illambris, two piece crit and maw of infernal.

Thanks for setting me straight! I was hoping that I didn’t waste all that gold for a glyph that did nothing.
I know I really need a monster set. Since I’m solo 1 pet PvE I would naturally have a problem by myself in a vet dungeon 🙂. But I’ll keep tracking the major guild vendors; maybe the head/shoulders might come up for sale.

Fire damage occasionally cause "burning" status effect on enemies and that causes additional fire damage over time.
Shock damage occasionally cause "concussed" status which makes the enemy more vulnerable, especially if there is a wall of lightning ability under the enemy. So even though shock glyph appears better, it is not. Because sorcs already have a high amount of lightning dmg abilities and it's fire dmg they lack. So fire glyph will be more useful.

Yes. Either buy or craft a fire dmg glyph and apply it on your MS inferno, it'll replace the current shock glyph.[My main MS gold staff is inferno. That’s the one I added the shock glyph to. Now, to get what you’re saying through my thick head - are you saying that I should replace my shock glyph on my inferno staff with a fire glyph? To my knowledge, I can’t just remove the shock glyph; I can only replace it.
