Nobody knows, why ZOS brings such a nonsense into the game.

I use it for Maelstrom and Vateshran. My opinion is that they made it to make Vateshran more accessible. I mean they did release both in the same patch so it makes sense right?
I would only use it for 4 person content if the group wasn't going to have a healer anyway.

That is exactly why they released it. It is meant to be an arena set. Will people use it in other ways? Of course, but they wanted your average person to be able to complete normal and have a good shot at Vet.
Whether they got the balance right is of course, another story. Vet is an absolute face roll with that ring.

I was actually doing a random veteran dungeon the other day and the tank had this on, he kept losing aggro because he had to keep himself healed by spamming wrecking blow. So, yeah, some people use it in dungeons.
Also, I'm pretty certain energy orb doesn't work on them. The beam will hit them but it wont do any healing. I'm using SPC set and the tank never got major courage, and even when he was at less-than-100% health, the orb beam wouldn't heal him.
We ended up wiping 2 times in cypt of hearts I ...
