[BUG] Captain One-Eye missing from Coldharbour

I'm catching up on some of the map completion guides with a character that finished the main quest years ago.
It appears that the quest giver "Captain One-Eye" for the quest "A Graveyard of Ships" is missing from my game now.
Does anyone know if she is moved elsewhere after one finishes the main quest or is this just bugged and can't be completed anymore?
