In practice, crushing wall perfected bonus does not meet combat standards

Perfected weapons are intended to have a perfected bonus that makes a minor but noticeable improvement over the non-perfected version. Some weapons were adjusted a patch or two ago to tone down the perfected bonus to comply with combat standards. However the perfected crushing wall has a perfected bonus of spell penetration, which makes literally zero difference in any group content where players can expect to be at penetration cap already. The bonus itself might be the correct size compared with other penetration bonuses but it has zero practical effect and therefore should be seen as non-compliant with combat standards. Recommended solution: change the perfected bonus to replace spell penetration with a spell crit or spell damage bonus.

Crushing wall is often used as an AoE spammable for magicka classes that don't want to sacrifice bar space it then becomes a nice bonus to have in say, Lokkestiiz hm where you are having to deal a variety of single target and AoE dps. Where you don't want to sacrifice your boss dps for AoE dps. These atronachs are often not fully debuffed so the additional penetration does help. The same applies to Nahvintaas where you want strong single target DPS for the dragon but also need AoE DPS for the adds, which often need to be bursted down so fast that they cannot be fully debuffed.

For the same reason, it is useful to have in dungeons, where you don't want to change setups too often.
