[Feedback] All proc sets needs Engulfing Flames' treatment
All proc sets should be designed as Engulfing Flames (Affected enemies take more damage from all Flame Damage attacks based on your offensive stats, with a maximum of 10% bonus damage taken.).
If you have over specific coefficient of stat + damage you get 100% of the proc damage if it is less you take 90%, 80% and so on depending on the coeficent.
Some defensive procs could scale with armor others could scale with health.

i personally would get rid of any sets that just give you a straight up power bonus without you having to actively do anything...its just boring design

So you want to get rid of all sets then? Static stat-stick item sets, like Hundings or Julianos, don't require you to actively do anything either. They just give you a straight power bonus without having to do anything (you wouldn't already be doing).
It's actually the proc sets that sometimes require you to do something you otherwise wouldn't for an additional damage or status effect.
There is a fine line to walk here. Proc sets can be fun and engaging when balanced, but if they are too strong and oppressive, they ruin the underlying battle of skills and wits.
A good proc set gives the user a clear win condition: make the proc happen -> profit
However it should also be transparent to the opponent and give them a options to deal with the threat of the proc (by dodging the projectile, breaking free of the stun, countering with their own cc, etc).
If a proc set can do both and its condition is appropriately difficult to meet as its effect is impactful, then it's a good proc set that can make the game more fun.
