Sending Group Invites Failing

Seemingly at random, sending out group invites will return with "X has declined group invite". When invited to the group by another player, they cannot hand over group lead. Lead does not change hands when the group lead goes offline.

I've tried with Addons on, and completely disabled. I've reloaded UI, and relaunched the game, and launcher. Only posts I've seen with the same issue date back to 2014 with no real fix.
