PC-NA Nightblade Magicka Flood passive bug

When I have a siphon ability slotted on my front bar, the 8% magicka increase is added only to my back bar where there isn't a siphon ability slotted. I need a siphon ability slotted on both bars in order to get the stat increase on my front bar. This seems bugged to me.

Definitely bugged, this is happening to me as well on my Heal Blade.
