Can you check if your settings file is read only?
    Because I can!

Go to Documents > Elder Scrolls Online > Live

Check if the usersettings.txt is not read-only. One of my guild mates had the problem where all the content of Live folder (such as addon settings etc) were deleted after the update). Just make sure the folder itself is not read only and once you open the game once and close it, these files and folders should be created automatically. If not, high time to do a repair from the launcher.

Uninstall or disable antivirus (notably Avast is 'protecting' you by not allowing ESO to edit own files)

What SodanTonk said worked for me too. And if you don't want to uninstall or completely disable Avast (or another antivirus), you can instead create an exception only for the folder where you have ESO installed et voilà. (I can help with that if you need it).
