Characters under lv50 cannot enter dungeon by Dungeon Finder

This is bug where new characters under lv50 cannot enter NORMAL difficulty dungeon by Dungeon Finder as long as there are two more players who are lv50+ in the group.
The bugs happened multiple times and I got a message saying "you are not at maximum level" and the system refused to teleport me to the NORMAL difficulty dungeon.
The severity of the bug is that players who cannot enter the dungeon have to wait for 15 mins to requeue again and it's still uncertain whether next time the system would allow players to enter the NORMAL difficulty dungeon.
