Honor the Dead neffed?

Honor the Dead used to return 60% of the cost over 6 seconds. Now it returns 18%. This was not on the parch notes. Stealth nerf?

It is 18% every two seconds, not 18% in total.

If it is related to Templar then the answer is probably yes.
That's Zos favorite past time, making Templar more one dimensional and crappy every patch

Good catch. I didn't even notice it's less now. I wonder why they changed it.

It is 18% every 2 seconds, not 18% in total. That is either 54% back or 72% back over 6 seconds, depending on whether you get some back immediately. If it is even a nerf, it is a very minor nerf. This was more a clarification of how the skill works (you get the magicka back in batches, not all at once). This was not nerfed from 60% to 18%.
