yy its okay to have proc sets with 71330 dmg ( 7133 dps) and with the one idiot ring 89162 (nrealt 9k.. equivalen of snipe or dizzy swing) 15y its super eunough for any mele fight and if your targhet is not sorc or nb with shade u can sipmly keep 24/7 the set do not slow u so u can use rat and jst follow your targhet it so super stupid even stamdens tank use this staff -on top mmr in EU since u do not need to keep this cancer staff...

another quick question: does the tether apply the catalyst set debuff, and if so, to the mob tethered or only the mobs within the tether?

I don't advocate for nerfs so this is just a flat out no from me. If you cant beat it farm one and join the fun I suppose. Ability altering weapons rarely get looked at after they're implemented but ZOS may make take a peak at (possibly reduce damage by a smidge) it you never know OP. Personally I've been enjoying the frenzied momentum 2/h for the last week and it's pretty OP imo too. Fun times in Tamriel lads!
