When doing random normal sometimes the level gets locked into veteran but still in normal map. This creates a block for low level players that don't have vet opened. only way i know of to bypass this bug block is to transfer the leadership to the low level player outside of the dungeon zone.

Wait, changing leader to the low level character lets them in the dungeon?

I am surprised as well. It would be nice to hear from someone who has tried this to verify it was not a fluke.

Zos has to be aware of the actual issue as there have been many threads about it. I might have missed it but I have not seen Zos acknowledge the issue. Last time the GF had a recurring issue that was much more serious than this Zos seemed to have missed the numerous threads telling them in no uncertain terms that the GF was very messed up. Zos seemed surprised that the GF totally crashed during the undaunted event a couple of years ago. Hopefully, it does not take such a catastrophe to get them to notice this issue.

The main cause of the under vet players is that when the random normal hits, sometimes the normal/veteran setting goes to vet instead of normal like it should. the outside player has normal because he can't get to vet. so giving him the leadership should enable them to enter. This method was used in trials before latest update to get players into the trial when someone who left still had thier 'ghost' trying to leave and the server wasn't updating the number in the trial to reflect the absent one.

I can verify this happening to me several times a day on low level characters. Very annoying as, like the OP said, we get a 15 minute penalty

And to add to the above comment, I have applied all my cp (810) to my characters so the issue is not that cp is too low, it's that, as mentioned above, the dungeons 'appears' to vet.

after testing there is no way to change vet to norm in group that has started. Problem is that anyone who goes in as setting vet in random norm gets a normal map with veteran setting. and any under 50 can't get in

i tried to give lead to under cp and have them go in, they couldn't. nor could i change the vet to norm as lead when leaving instance but still grouped.
