Seeking clarity on Hungering Void being bound

So in the new arena these drop from last boss randomly. They are Style pages. Style pages, when consumed, become account-wide accessible styles. Omitting the need or ability to use them more than once. WHY then are they Character bound? I don’t understand that choice. Is it somehow going to prevent us from a page dropping we have already learned? If so, how does that affect when we run the Hollows on a different character? Is it just Character bound because you wanted them listed bound and we can’t bank style pages anyways and that’s just how it came out? Mainly it’s just a little confusing and being bound I would like confirmation that a system is in place to stop us from getting multiples then across different characters that we cannot use and cannot trade/sell/bank.
