Is the underwhelming blood altar a bug or a "fix"?

Has ZoS said anything if the Blood Altar should be counted as "healing done by the caster of the altar" or as "healing done by the person doing damage"?
Previously it was done by the caster (apart from the synergy, which was considered self-heal) but now all of it is considered as self heal and can no longer proc healer's On-Heal effects (eg. SPC, Gossamer, Sentinel, Earthgore, Maturation Passive).
Personally, I liked it much more before when you could proc healer's on-heal effects with it.
