The 7ms universal cd on light, medium, and HAs is confusing. Greater clarification on why would be helpful. If it's server load the increase cd of some and decrease of others seems to even each other out in terms of what you get on server load. If it's to allow for diverse gameplay, that has already existed without this as you take risk and reward either way. The nerf to LA damage implemented alone achieves this goal. What it seems to me is this universal cd is forcing a particular desire of what combat as it relates to L,M,HAs should be onto the community vs multiple options set before the community to decide given differing risks and rewards. This isn't in line with the combat value claims of the combat/dev team. My suggestion is to tier the CDs based on attack type. So the suggestion is:
LA cd - .5s universal
MA cd - .7s universal
HA cd - 1s universal
This would reach the desired goal, I believe, better while still providing the risk and reward of each play style.
