PC Controller Gamepad VS Keyboard - button speed?

Hello,
Anyone notice any speed difference between PC gaming controllers and the keyboard. I think my keyboard is faster (less laggy).
Movement, and turning is not an issue with my Logitech F310 gamepad, but it seems the buttons are slower. Breaking free/interrupt and my Ultimates (both require two buttons be held at the same time) seem to lag more.
I saw some vids on gamepad sensitivity, but that seems more for camera/view.
My settings:SET GamepadSensitivityFirstPerson.2 "0.72000003"
SET GamepadSensitivityThirdPerson.2 "0.85000002"
Does this affect buttons as well?
Anyone else running into this...or do I just have obese fingers?
