Reconstructed crafted pieces from the "sticker book" can only be crafted at max level (CP160).

As of the second week of the PTS, pieces are added to the collection when you:
-have them bound already (any bound item in your current toon’s inventory, bank, or chests/coffers will be entered immediately — you do have to log onto any alts to have their inventories registered, but you do not need to move items to your main to get them in the book)
-bind them in any way (equip them, transmute them, upgrade BoP dungeon/trial gear, or let the trade timer on BoP dungeon/trial gear expire)
-decon them
-sell them to an NPC vendor, followed by selling enough items to push them off the buy back menu
-destroy them from your inventory
They seem to be going for any method that ensures you cannot trade an item to anyone else afterwards.
You can now right click unbound items to manually bind them to your character.
Fenced items and those destroyed via “Destroy All Junk” will now be added to your Item Set Collection.
