Elemental Drain: multiple targets for magickasteal?

When I apply elemental drain on a target, it results in "Major Breach for 23 seconds, reducing their Spell Resistance by 5280. Also applies Minor Magickasteal to the enemy for 23 seconds, causing you and your allies to restore 300 Magicka every 1 second when damaging them."

The question is, can I apply this to multiple targets?
If yes, will all targets restore Magicka?

(I've tried to find the answer but haven't been successful. Sorry if this is explained somewhere.)

Both effects apply to all targets you drain. But your character (or your allies) have 1 second cooldown on magicka steal, giving you 300 magicka every time you damage one of these enemies after 1 second from the previous time you got magicka.

Yes, you can apply it to multiple targets.
And no, you will not restore Magicka multiple times since the cooldown is on character. But it helps to keep high Magickasteal uptime.

Great! So, if I apply it to target 1 and 2, then those targeting either 1 or 2 will get the Magickasteal effect?

Does Major Breach and lowered Spell Resistance work on multiple targets as well?
