Why no global cooldown for procs?

Each skill can do multiple checks when you wear multiple proc sets. Whether it's buffs, debuffs or damage and healing. Even all of them combined. Seems like a run away train.
Here's some dumb math. 3 proc sets 3 calculations. 1 proc set 1 calculation.
@ZOS_GinaBruno Why not 10s global cooldown for all proc sets? Weapon enchant and poisons don't share this.
Remove all your other tests and compare 10s, 15s, 20s global proc cooldown. Don't need a whole week to test. Just do Friday, Saturday and Sunday.
Even here's something crazy, a new mechanic that blanks out the bonus when more then 1 proc set is equipped.
Here's some dumb math. 3 proc sets 3 calculations. 1 proc set 1 calculation.

Remove all your other tests and compare 10s, 15s, 20s global proc cooldown. Don't need a whole week to test. Just do Friday, Saturday and Sunday.
Even here's something crazy, a new mechanic that blanks out the bonus when more then 1 proc set is equipped.
