Stamplar, spam jabs with a decent weave and maybe 2 other skills for a little gravy. Hands down easiest way to pull 60 (or 90k) in the game right now.

Alcast is useful for builds, especially for beginners, but if you want to see what the meta build and rotation is like for any clas/spec, Liko is a better resource.

Liko.gg is also a great resource for PVE content. It basically is youtube but with a much more sophisticated search engine specifically for ESO.

Pretty sure it's understood at this point that we are talking about trial dummy dps on a thread like this. It is the most objective and consistent measure of DPS in this game. Why would you honestly talk about anything else unless it was for a very specific fight, in which case, I would assume OP would mention it. Any guild requiring 3/6 mil parses at this point should be disbanded, lol.

Any build should be able to hit 60k next patch. 21 mil dummy gets 2 new buffs and all classes with BiS gear and some sort of rotation can hit 90k+ So even with just crafted gear and just spamming 1 skill will get u 60k.

Easiest would be a stamplar.

Lightning staff heavy attack build could pull similar numbers with very little effort
