What you WILL get on release, is a client for the new consoles, that allows to continue to play your old account (backwards compatibility).

Man, I hope it's sooner. It'll be hard to play eso when there are shiny new games to play. The next gen upgrade will suck me right back in.

I think not many are that shiny yet, saw an overview some weeks ago for games at release, and was disappointed.
Many seem to be still in development.
I think the real challenge for ESO will start in 2021, with some brand new MMORPG like New World and Ashes of Creation. I think of buying a PC again for the most promising one (Ashes).
This year the greatest challenge might be Assassins creed Valhalla, mythic nordic, matches the skyrim hype we had with ESOs current DLC, and might embrace who suffer the nerfing of Skills in PVE by the PVP combat team.
But ESO might counter this with the last DLC this year, Markath.
