How much penetration is required for say fight a world boss/non vet dungeons eg wayrest sewers 1 etc 9100 or 18200?

If it's with pugs odds are very few of none of them will have resistance reducing abilities. Some do so take the 18200 number and substract 5280 from it to get what should be the amount penetration you could use.
