It honestly feels like the devs skew the drop rates for particular items. Doing the same piece of content over and over is mind numbing.
What we need is the questers to come in here and complain. Then we'd get change.

Per character? Per account? And what if you need two of that item (if you ignore the fact that we get the sticker book in a few weeks).
Who determines what item is desirable? Are tanks only allowed one Alkosh shield ever? Healer can only get one Hircine resto staff? How about a Plague Doctor lightning staff?
That's the thing the RNG doesn't care what's meta. And what's meta changes over time. If you'd told a tank 3 years ago that they'd need a lightning staff, they'd probably laugh at you.
So a "smart loot" system would have to let you tell it what you want. In which case, tokens might actually be a better idea.
Also, let's not forget that for a lot of items, you *can* narrow down your chances. If you are looking for overland gear, you can focus on a specific type of content to get what you want.
