Actually, I don't know how it works with the Bethesda launcher, but that's how it works with the Steam launcher-- except in the case of non-Steam games that you'd added to Steam, which you'll need to download, install, and add to Steam again.
Other game launchers-- such as GOG and Twitch-- should also work that way; install the launcher on your new computer, new hard drive, or new installation of Windows, and then the game launchers should let you install any games you'd purchased or been rewarded as "loot." I had to buy a new computer last year, and this process came in very handy!

You are correct that you can re-download games already on your Steam/Origin/GoG/Blizzerd/etc. account when you install their launcher on a new system. However, there is a much easier and faster way. I keep copies of all of my games on an external drive. That way, when I reinstall Windows on my main machine or purchase a new machine, I can just copy that folder over, tell the game launcher to scan the folder those games are in, and start playing almost immediately without having to everything again. In the case of GoG/Steam/Origin/Blizzard, their launchers will scan the games to make sure they are up to date, then just download any new updates or missing components rather than performing a full download and installation. This also allows me to keep my UI and addon settings intact.
