(Morrowind) No option to pickpocket Foreman Nox

One of the options in my current quest "Like Blood From A Stone" is to pickpocket Foreman Nox for his key, but even though I am directly behind him, undetected in sneak mode, I get no prompt to pickpocket...

Snowfaerie✭✭✭Still having the same issue with Foreman Nox, he is non-pickpocketable npc. He does not light up with a white outline like other pickpcketable / killable NPCs.1
