Someone asked for a Vampire bite today. By the time I logged on my Vampire and got to the shrine they had already gotten bitten by someone else. So, trying to be nice, I asked in zone if anyone wanted a bite.
Someone replied and a few minutes later we were at the shrine. I clicked X and the animation started, and I noticed him doing something strange. I don't want to say what it was but it ended up altering the animation so he was left standing instead of kneeling as I bit him. You can use your imagination to figure out what that simulated.
I whispered him that was a pretty dirty thing to do and he said yea kinda. No apology, nothing.
I know this was just my character, but was it? I felt personally violated and wish I had reported it. I only remember part of his name or I would.
I don't know what has happened to our community when people think they it's ok to do such a lewd act to anyone, let alone someone doing them a favor. Because of this I will only bite people I know from now on.

OP, so what exactly need to be done with such people? Tell us, please. And what if such a thing was done by an accident? How to prove guilty? And why should a player apologize to you for an obvious bug in the game? Was he mocking you, or something? No, I don't think so, his answer sounds perfectly neutral to me. The whole basis of your take is questionable.

This is kind of a thing with some people right now. Someone posted a screenshot of them giving a bite, it was a few hours ago (thought it was on our subreddit, but it seems I must have seen the SS on discord). S/he was on their knees and the other toon was .... standing. If you get a request for a bite beware you might be giving more than a bite.
