Does next week Cyrodiil test keep ally-targeted abilities only applied to group members?

The details post doesn't say it does, but intuitively it sounds like that would be the whole test useless. What is the point of penalizing large groups if people can crossheal each other without any penalties simply by no grouping up? Pug zergs that run without a group would also be the same as they were without the test.

    the idea is to try and see if actually being grouped up at all has an impact on lag at all.
    If actually being grouped is the culprit, then they need to figure out what part of the code is doing it and fix/remove it.

    My prediction is the tests will do very little or even nothing to reduce lag but I could be wrong.

    I think this week has been the best reduction in lag we've seen so far. I played in Grey Host until around 8:30 EST or so and rarely had ping above 200 and the huge skill delays really weren't there, this was while there was an AD and DC faction fight for the hammer down at Roe and Drac was up at bleakers fighting 40+ EP.

    I don't know that this is really a great long term solution as it makes it very hard for players to feel like they're having an impact when they are solo or in a small group as they can't contribute any healing or support to their allies, so something will have to be figured out for that in the long term but to me this has been one of the most productive tests we've seen so far. Plus, it doesn't involve gutting the core gameplay mechanics to work.

    could be a good short term solution while they fix the issue that is causing the lag, but im afraid they might just leave what should be a temporary measure in place and call it 'fixed'

    Yeah, if you play a healer or any sort of support role, you're wasting your time in Cyrodiil this week unless you're in a large group. Perhaps they want everyone to join a group to play in Cyrodiil.
