dps from spd or wpd and proc set

Currently i think raw stats sets like Julianos or War Maiden deal less dps than proc sets. I went to a 3m dummy and checked the following:

light attack 2485, spammable 5475, spell damage 2036
light attack 2684, spammable 5912, spell damage 2443 (with major sorcery)

so for 400 spd like an average raw stats set (or proc set with spd like BSW) the same damage will be given exactly to what a spell deals out. So for 400 spd, you get 650 dps (450 from spell and 200 from light attack). I know these numbers may vary and grow depending on someone's build, but:

overwhelming proc 1304, same to either spell damage 2663 or 3147. So this will deal 1304 dps even without having to put points in spell damage. Even a set like war maiden in full proper build may deal the same bonus dps, 1k. While a proc set allows you to build far better while actually dealing more damage.
If i have 2500 spd and with bsw proc makes it 3000 and major sorc gets me to 3600 spd instead of 3000, but that's the 1k difference i said about and a proc set with damage will deal more in the end.

That's why pve is for crit, because spd/wpd is so irrelevant (i did try though tests with Apprentice and Thief and Shadow, but i get the same dps after the parse). And not even worth to talk about pvp to why proc sets are better now than stats sets which are good but severely left behind.
So what am i missing here? what should i know when wanting to deal damage? are proc sets better now even for pve dps? or is spell damage better in the end but i am missing some values at the end of the line. Proc sets used to have lower dps because of the proc chance, now without the proc chance they deal double or triple dps than before.

    You need to keep in mind that spell damage also increases all the damage your dots do, which usually is way more than your spammable.
    So if you have a good rotation a spell damage set like Siroria will be quite good.

    so either go full spd or full proc set, a mix between them will be weaker than an all-in option

    Spd and wpd are a long way from irrelevant. Siroria is still bis in any situation where you can maintain stacks and don't need the sustain from FG. And SPC/Olo are some of the most important sets for healers to bring to a trial for a reason.

    If by PVE, you mean sustained single target damage, the only proc set you are going to see are monster helms. Raw stats are king for sustained damage. If you are only focusing on the spell/weapon damage component, you are missing most of the picture. There are really 4 stats that you need to look at for any PVE DPS: Damage (weapon/spell), Max stat (stamina/magic), Crit chance, Penetration.

    Your test results are not really surprising, but you are missing most of the picture as a damage dealer. If all you are going to do is weave a spammable, then yes, you might do better loading up on proc sets.

    Proc sets are very nice for burst, or for situations where you might want a lot of utility and therefore dont have a lot of skill slots. That is why they are so popular in PVP. The are also great for a lot of overland content because most of the fights only last a few seconds. Its not worth buffing up a full on DPS rotation against an enemy that wont make it past your third skill anyway.
