    I'm playing on

    Nividia GF RTX 2060
    Threadripper 1900x
    32G Ram.

My monitor is 4k but limited to 60FPS, but tend to hit this most of the time running Ultra settings. No real issues.

Been considering a monitor upgrade for a while, but 60 FPS is fine for how I play at moment.

you are not going to notice any improvement at all. I made the mistake to buy a complete new machines with a 9900k just to play it and performance is exactly the same that my old e5-2670. No Matter your pc or your internet connection... Eso is really bad optimized on both client and Server side and the same bugs no Matter the machine

You should see roughly 50% increase in performance with this CPU jump, the only logical reason
that you don't see it is that you are using some low clock speed RAM, or you don't run your high speed ram in OC mode.

I highly recommend you to use 2x8GB at 3600 mhz CL 16 or CL 17, it makes a world difference.

I'm running it on a prehistoric E5-2660 (ie Sandy Bridge from 2011) at 2.2GHz a core and the game is only using 4 of them. It's fine from the CPU side even when running it through Steam Proton emulation under Linux. There's obviously no point buying anything that slow now. With 4K I had to go up to a radeon rx580 for the graphics side. For 1080p it was fine with an RX560. It's actually quite entertaining - because it only uses 4 CPU cores well I can compile, run crunching jobs and the like at the same time.

IMHO there's not much point worrying about top end frame rates and latency on this game - if you care about fast responsive gaming you are playing the wrong game because the lag on responsiveness due to the network and the way it operates is the limit on that. I'm not even sure going above a solid 30fps matters.

If cost is a factor remember that your average gaming PC is like a car - the value halves the moment it leaves the shop, so there are a lot of good second and third hand deals of two year old twitch gaming rigs that now just aren't up to whatever 200fps 8K experience is mandatory for people with infinite budgets 8). Even older cheaper boxes (especially old Xeon workstations) can be good value with a graphics card change and an SSD. They tend to have a lot of RAM and the right power supply already and they were built originally for a $10,000 plus price point so they were actually properly built.

Other thing to beware of - laptop processors have a specified TDP which describes how they handle continual load. A 15W TDP laptop processor is fine for spiky loads like spreadsheets and web-browsers but will suck at gaming. The higher the TDP the better the gaming experience, the heavier the laptop and the shorter the battery life.

    Running on:

    GPU: Radeon RX 580 Series
    RAM: 8GB
    CPU: Intel Core i5 - 9400F

Game is on Kingston SSD, and I have no idea what people are talking about when it comes to performance, I never had a *** up. There is desync and lag from time to time, but it server related. Running with everything almost on max settings.
Interesting, I ran on one of the old i7 server style builds and 32 gb ram, system ssd and eso on drive.
Switched to an Amd A9 12 core, 64GB ram, M2 ssd with eso on it.
Went from win7 to 10, same old 980ti.
Had issues on the large trash pull in MoL and a couple of times in Cyrodil.
No changes with updates but not done mol or major cyrodil fights.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
