recipes: No (they're used to determine master writ drop chances)
furnishing plans: fine, they're nothing other than being able to craft. Would also just be more crap for me to delete, since I just learn the cheap ones on other alts as they're not even worth the effort of selling in most cases.
I often thought that furnishing prints should be account wide. Same with the ability to purchase achievement furnishings on every toon. It would be great if every blueprint in the game was in a collection menu so we can see what ones we still need to track down

As for recipes, tmbrinks already noted why they cannot be placed into collectibles. For that reason alone it will remain as it is.
Personally, idc about furnishings,
Furnishings also go into master writ crafting chances. Specifically the achievements in the crafting category all contribute to drop rates. I’ve been testing this by making all of my crafters master crafters, grand master crafters, and charting their frequency of master writ drops.
This is a great idea, have a recipe that is bound to the player that will give resource and regeneration. Maybe even all three resources with regeneration, i`m kinda aiming high but wishing. There is a gap between the regen recipes and the high resource recipes plus it`s been awhile since any has came out.
Also there is the issue with ZOS losing track of which character has learned or achieved things. Be sure to take screen shots when you learn ANYTHING or you will find yourself paying millions more than once!
