Yes, but easier as PS5 is just another buff over PS4 pro while PS3 was the weird power cpu+ tread processors and only 512 K ram who was low on launch and a joke then PS4 dropped. It was a smooth transition. You did have to buy GTA V again on the PS4 though. The big problem was that it was obvious that Rockstar stopped fighting modders and exploiters on the PS3 so the game on that platform became unplayable.
