Is the forum password connected to the password to enter the game?

I ask this because a different account is being asked to change the password. They don't want to change the game password as it works just fine.

Not anymore. If you are asked to change the password in the forums it should only change the password here.

Not even your username is tied to the forums, they can be different, though I imagine behind the scenes they can still tell which eso account the forum account came from

Your ESO game account and ESO forum account are not connected, so changing one will not change the other.
